APPENDIX-A

DESCRIPTION OF SERVICES

OBJECTIVES

District Coordination officer intends to engage Consultants to provide “Resident Supervision Services for the following works. The overall aim is:

  1. Construction/ up gradation of Railway Road.
  2. Widening of Road from Pul Aik to Gulshan Iqbal Park.
  3. Widening of Road from Chowk Zohra Hospital to Muzaffar pur Railway Crossing.
  4. Repair and Reconstruction of damaged portion of Defence and Kashmir Road.
  5. Widening of bridge of Khadim Ali Road near Sabzi Mandi.
  6. Widening of bridge of Kashmir Road near MAG Town.

To ensure that high quality construction is achieved and that all work is carried out in full compliance with the approved engineering designs, technical specifications, agreed work schedule, and within the terms and conditions of all the contract documents and sound engineering practices.

The description of services to be provided by the Consultants for “Construction supervision” for the building works will include the following:

DUTIES AND RESPONSIBILITIES OF THE CONSULTANTS

1. The Consultants will act as the “Engineer” for all building and allied works. The Consultant will administer the civil work’s contracts, make engineering decisions, be responsible for quality control and quality assurance, provide general guidance and furnish timely assistance to the Contractor(s) in all matters relating to the civil works including interpretation of contract provision, materials testing, quality control and assurance, and ensure that all clauses of the Contract Agreement between the civil works Contractor(s) and PGSHF are respected.

2. The Consultant will advise PGSHF on all matters relating to the efficient and successful execution of all the works contract(s) including effective financial management, and will act at all time so as to protect the interests of PGSHF and will take all reasonable steps to keep all expenses to a minimum consistent with sound economic and engineering practices. “Construction Management Manual” outlining routines and standard operating procedures to be applied in contract management, construction management and administration will be prepared as necessary, a copy of which will be supplied to PGSHF.

3. The Consultants will be responsible for providing qualified professional and supporting staff and all necessary services required for the efficient, cost effective and timely execution of the consultancy services.

4. The Consultants shall adopt ways and means and endeavour to ensure timely execution of the project construction by the Contractor(s) through establishing a management organization at the respective construction site(s).

5. The Consultants shall assist the contractor(s) in the preparation of workable construction schedule keeping in view the following:

a. Allocation of resources, highlighting its type and required duration, keeping each construction activities into consideration.

b. Construction material procurement schedule.

c. Contractor’s cash flow schedule

d. Allocation of targets

e. Defined job assignment

6. Inspect, ensure and inform PGSHF that the Contractor(s) is keeping all construction machinery in working condition at site, as specified in the approved construction schedule, and regularly update the list of resources accordingly.

7. The Consultants will inspect and evaluate the Contractor’s establishments, equipment, plant and machinery, and laboratory facilities etc., to ensure compliance with the term and conditions of the Contract Agreement.

8. The Consultants shall assist and evaluate the Contractor’s requirement in formulating office/ site staff establishment, needed to follow up the approved construction schedule.

9. The Consultants shall assure the receipt of all warranties of materials including their source and equipment accepted and incorporated in the project, required under terms and conditions of the Contract Agreement.

10. The Consultants shall ensure provision of all detailed drawings supplied by Design Consultants through PGSHF to the Contractor, and shall check and approve the Contractors’ working drawings. If found necessary shall identify further drawings and instructions which shall then be arranged by PGSHF.

11. The Consultants may, if required, inspect Brick Kilns, crushing plants manufacturing units, Batch Mix plants etc. and order for testing of materials to ensure adherence to specifications. Expenses in this regard shall be borne by the Contractor.

12. The Consultants will suggest any additional designs and drawings that may be required during implementation of the project to PGSHF.

13. The Consultants will evaluate and finalize the work programmes, method of execution, and progress schedules with the Contractors’ with a view to arrive at the most effective and expeditious methodology of carrying out the works and accord approval thereof; and advise the contractor(s) in setting up a computerized project control system for reporting physical and financial progress as well as the forecasts.

14. The Consultants shall control and assure quality of the works during construction, continuously inspect the materials, construction operations and the works with regard to workmanship, shall ensure compliance of specifications, and order tests accordingly. Approve or disapprove and certify the works that conform with the specifications. Maintain permanent records in the computer as well as hard copy of results, with details, of all the tests made. The cost of tests shall be borne by the Contractor(s). The laboratory test will be performed in the laboratories, so approved by the Consultants.

15. The Consultants will give notice to the Contractor(s) of any defects and deficiencies, and if required, order suspension of the work(s), and ensure removal and substitution of the improper works, and, recommend any additional appropriate actions against the Contractor(s) to PGSHF.

16. The Consultants will attend and make measurement and computation of quantities of the completed works, or any work which is about to be covered or put out of view before permanent work is placed therein, and maintain permanent records of all such measurement and keep the measurement records in safe custody.

17. The Consultants will monitor and appraise progress of the works, and maintain a day by day project diary supported with site photographs, which shall record all events pertaining to the administration of the contract, requests from and orders given to the contractor(s) and any other information which may be at a later date be of assistance in resolving queries which may arise concerning execution of the works.

18. The Consultants will issue monthly consolidated progress reports including payment estimates and comments on the contractor(s) work programme, and advice PGSHF of any problems or potential problems which might arise and cause delay in implementation and recommend corrective action(s) and measures to be taken to achieve completion targets.

19. The Consultants will co-ordinate with the contractor(s) in preparing a document which clearly and accurately describes the total verified work done and their due payments, shall process interim certifications for payment to the contractor(s) on the basis of the measured verified work items and certify the completion of the works or parts thereof.

20. The Consultants will interpret, explain, or reconcile any ambiguities and or discrepancies in the contract documents and apply various legal provisions of the contract documents and assist PGSHF in settling disputes (if any) with the contractor(s) and make recommendations to PGSHF for resolving the Contractor’s escalation claims, contract time extensions, variation orders and any other changes during execution.

21. The Consultants will jointly inspect with PGSHF the completed works and assist informal taking over and review “as built” drawings and plans prepared by the Contractor and provide a report testifying to the satisfactory completion of the works including the measurement of final quantities and certification of final payments due to the Contractor(s).

22. The Consultants will inspect the completed works periodically during the maintenance and or defect liability period within the term covering the Consultant’s Agreement, prepare lists of deficiencies (if any), design and plan the remedial works and carry out their supervision and issue the Defect Liability/ Maintenance certificates after the rectification of possible defects by the contractor(s). The agreement shall be revised by mutual consent to cover the financial effect on this account.

23. The Consultants will seek the prior written approval of PGSHF for taking any of the following actions:

i) Consenting sub-contracting of any part of the works under Clause 26 & 27 of construction contract(s);

ii) Certifying additional cost determined under Clause 41 of construction contract(s);

iii) Suspending work under Clause 10 of construction contract(s).

iv) Determining an extension of time under Clause 37 of construction contract(s);

v) Issuing a Substantial Completion Certificate under Clause 40 of construction contract(s);

vi) Issuing a variation order under Clause 41 of construction contract(s) except in an emergency situation, as reasonably determined by the Engineer.

vii) Revision/ fixing rates or prices under Clause 41 of construction contract(s);

viii) Certifying additional payment under Clause 41 of construction contract(s);

24. The Consultant will prepare and submit to PGSHF number of copies of each of the under mentioned reports as described in Appendix B;

a. Monthly Reports

The Consultants will, no later than the 15th of each month, prepare a narrative progress report summarizing the works accomplished by each of the civil works contractor(s) for the preceding month. The report will outline any problems encountered (administrative, technical or financial) and give recommendations on how these problems may be overcome. The report should record the status of payment of all the contractor(s) monthly certificates, of all claims for cost or time extensions and of actions required of PGSHF to permit unconstrained works implementation. At the initial instance, draft contents of such report be prepared and got approved from PGSHF.

b. Periodic Reports

The Consultant will prepare a comprehensive report summarizing all activities under the services at the end of each quarter and also at other times when considered warranted by either the Consultant or PGSHF because of delay of the construction works or because of the occurrence of technical or contractual difficulties. Such reports shall summarize not only the activities of the Engineer’s Representative but also the progress of the Contracts including all contract variations and change orders, the status of the contractor(s) claims and brief descriptions of the technical and contractual problems being encountered and other relevant information for each of the ongoing contract(s). At the initial instance, draft contents of such report be prepared and got approved from PGSHF.

c. Technical Reports

The Consultant will produce as necessary technical reports and position papers dealing with technical matters arising during the projects.

d. Final Completion Reports

The Consultant will prepare a comprehensive final Completion Report for each of the contract(s) which reach the stage of substantial completion. These reports must be submitted immediately after the “Taking Over” of each contract and shall summarize the method of construction, as-built record showing the location and details of all works carried out, the Construction Management performed and recommendations for future projects of similar nature to be undertaken by PGSHF. The Consultant will also summarize and consolidate the key information in a single “Final Completion Report”.

25. The Consultants will provide any other specialist services requested by PGSHF under terms and conditions to be mutually agreed.
